This is about a guy who takes a job at a hotel which winds down for the winter and becomes snow-bound. I saw this ("The Fucking") as possibly a semi-serious horror/porn scenario with the chance for some pastiche/homage scenes to the Kubrick film. The plot would have to be different as there would be no place for Wendy or Danny, just the guy, Jack, on his own, taking the job of caretaker at the hotel during the off-season, telling the manager at the start that he welcomes the seclusion as it gives him the chance to write his novel (but he does not let on that it is an erotic novel, at least not to the manager.)

So, he settles in as the snow falls, and begins to imagine a scene in his novel, but then he hears noises and couples having sex begin to pass through the walls. Is he seeing things ? Is this his imagination, or are there ghosts at the hotel, finding a great way to wind him up by fucking in front of his eyes ? Of course, there's no-one there for him to fuck (no Wendy); so his frustration builds more and more as he sees more ghosts having sex.

You could have him passing by a room he is drawn to, Room 267, and him opening the door, to go through to the inner bathroom where behind a transparent sheet in the bath is a nude beautiful woman, who appears to be gleaming. She rises from the bath and slowly approaches Jack, who has abroad grin on his face, anticipating a decent fuck. He tries to fuck a few of the girls, but they pass through him to get solid contact and sex with their own ghostly partners. Jack is reduced to masturbating as he watches the ghosts fucking. This gives him the idea to look in the real maze, which is snow-bound, in the hotel grounds; and that is where the film reaches its climax as he is driven almost insane by watching the sexed-up ghosts, who run him a merry dance around the maze, the females especially teasing him with sexually provocative poses and leering faces; but whenever he catches up with them, they simply disappear. He eventually gets exhausted and appears to die in the snow (a homage to the Kubrick film.)

Then, the camera slow zooms onto a picture in the lobby of the hotel (as in Kubrick) and there is Jack, in 20's attire in the ballroom; but, now to differ from the Kubrick, the photo becomes active and transposes into colour, where Jack and the ghosts disrobe and start fucking. At last, now that he is dead, he can join in with all the orgies the ghosts have, and screw all the women he was chasing around the maze. Kind of tangentially - and US-centric, aiee, sorry - this set-up and description also kind of reminds me of that ride in Disneyland, the Haunted Mansion, in a good way, especially with the semi-serious horror/porn scenario and the way you've described the ghosts.
